Remove 5000 row limit when exporting from views

When exporting from a view, the resulting export file is limited to 5000 rows. This request is to remove the 5000 row limit and allow all data to be exported from the view.

Create a tag and assign people to it rather then opening multiple individuals records to add a tag to their profile. Similarly - create a tag and add plans to it.

Additional Plan Categories

Plan Type - can only be "Plan" or "IT Plan" … we need additional categories that we can add to; reason is we want differentiation for Federal so that we can easily filter for them rather than tagging
