Send email notification for Admins if plan approval is cancelled

When a plan approval is canceled, the plan status should be updated to canceled and an email notification to be sent to the Admins

    Had a similar request that would allow automated email notification when BIA fields are updated to the owner.

    The long-term roadmap includes updates to Approval Workflow Flexibility. This idea will be considered as part of that work.
