Column headings should be justified the same as the data rows

Some fields in the ARM desktop, risk express grid etc. are justified to the right (quantifiable fields) but there are headings are justified to the left. It makes sense for something like 'cost' to be justified to the right as it is easier to read...

Able to have multiple Risk and Plan Owners

At present, it is only possible to have resource added as a Risk or Plan Owner. Therefore, if an organisation has more than one risk or plan owner, they are not able to reflect this in ARM. Original Active Risk ID: ARM-I-52
