Allow wrap text in Plans module for Owners and Contributors

The BIAs module allows for owners and contributors to wrap around the line and is formatted in a way that all names appear on the BIA screen. The plans module cuts off these names and does not allow for wrapped text.

Archive Column for All Data Tables

All data tables that could be pulling information from an archived plan/BIA should include an archived column. The Plan Teams and Risks data currently don't have the capability to filter out archived items so we have to complete this task manually.
