Alert notification for external contacts

Currently it is not possible to address and alert external contact using the alert notification. For Disaster recovery and crisis management proposes it would be helpful to enhance the feature. Add a sub-menu which allows to add external contact (email and phone number) to include in the alert notification.


implement the capability to edit the recipient list before sending the message.
