Certificates using contacts instead of vendor object

During the GRC training, it was shown that the Vendor Risk Management Solution utilizes contacts to manage vendors. With that in mind, our certificate solution needs to be reviewed and potentially updated to use contacts as well instead of the vendor object. 

The expectation on the new lighting design, is that we will add a certificate tab to the VRM offering.
