Legacy Exercise scope settings with no BIA link to a plan

In the Legacy Exercise module the user is able to select a plan or plans for that exercise, and then via the Scope button select which activities (defined in the linked BIA to that plan(s)) are in scope for that exercise.

However there are instances where a BC plan will not have a BIA to be linked to it - an example here is a Location/Site/Facility Emergency Response plan.

In such a plan there will be multiple Task sections to cover the differing recovery requirements for that location/site/facility such as Fire Evacuation, Suspicious Mail procedures, Shelter in Place, etc.

As each of these requires exercising it would be a benefit to allow the user to select the relevant recovery task section to ensure that, over a designated period of time, ALL aspects of that plan is exercised. In such an instance it would be good to have a section option available so the user can select 'exercise number out of the total required - i.e. 8 out of 12.

Thus this idea is to have the Task section selectable within the Scope so that teams can partially test/exercise their plans so not to cause business disruption by taking down a compete activity they undertake.
