Deleting Location Should Not Delete Recovery Staffing Requirements

Doing some testing and I realized that if you delete a Location that is assigned as the Current Location for a Recovery Staffing entry in a BIA, the Recovery Staffing entry will also be deleted. This is true even if the Current Location field is not required in the BIA template configuration. If the Current Location field is not required for a BIA, deleting the associated Location should simply clear out the Current Location field, not delete the entire Recovery Staffing entry.
