Notifications: Have ability to use alternate sending options to WhatsApp for hard to reach destinations

Notifications: For businesses with a global reach, notifications may be required to be sent - and responses received - to known 'Hard to Reach' countries (i.e. China, Nigeria) for SMS messaging.

Resilience offers the use of WhatsApp messaging for such circumstances but there are countries (i.e. China) where WhatsApp is banned, and other messaging platforms are used (i.e. WeChat).

Idea is to allow the client/user to select their preferred sending/messaging platform in such circumstances to allow then to fully utilise Resilience Notifications for their Global estate.
