Have the ability to look at Incident Issues across multiple Incidents to identify trends/common issues

Within the Crisis Management module, there is the ability to identify and record any issues related to that incident.

As BC planning is about spotting trends and issues, there is currently no way to look at all identified issues across multiple incidents to spot any trends or common occurrences, and therefore no mechanism of ensuring that any post incident actions applied have had their desired benefits.
