Allow Users to View/Download a PDF of Plan/Document from the Mobile App

There should be a way for a user to be able to view and download a PDF of a plan or document from the mobile app. Understood that there is a "backend" way to view a PDF if the user tries to access a section that has not been optimized for mobile, but there should be a better and more consistent way than this.

    @Guest This is already an option. When you look at a Plan, there is a download icon that lets you view the full PDF, regardless of the section optimization.
