Create the possibility to add Header and Footer to BIA

We need to add Security levels in the Footer. And it would be great if we can add a Header.

    As a UK Govt Dept we are required to provide a security classification on documents.
    We therefore echo this need for a Header / Footer option in BIAs. We don't want to clutter BIA titles with the marking, and whilst Tagging works as a means to an end, the security classification doesn't present as clearly as it does in plans where we utilise the header/footer options.
