Set default value for "Probability/Frequency"

Most scoring schemes I use are based on a Percentage, project context. We are preparing the Operation risk register; in that case, frequency needs to be used for all or almost all risks. It would be nice to set the default for that scoring scheme to Frequency, or it could be when creating the layout. I actually need to change and confirm the change for each risk created using the scoring.

I would suggest that all list base fields could be set to a default when defining the layout.
