Approver should not be able to approve if editor has not sent for approval

The approval workflow (BIA/BCP/Exercise) should be modified so that the approve option is not available to an approver until it has been sent for approval by the editor. This is to avoid approvers simply approving BIAs/BCPs/Exercises without the editor completing their changes/updates and hence not ready for approval. So essentially, in the approval box, ‘Approve’ should only be available to the Approver and ‘Request Approval’ only available to the editor.
