Accessibility Plug-In: "Symbol" Buttons Not Labeled Programmatically

A client did some testing with the accessibility plug-in enabled and they reported the following:

Buttons/links that show symbols without text are not programmatically labeled to identify them to screenreaders. This includes the home link in the page nav bar, as well as the waffle, user and help menu buttons in the user menu. This also applies to symbol links on the Plans page, and likely others as well.

In some cases, there is no visible label at all, and clicking a button results with a popup saying "are you sure?" such as this archive button. I could only tell it was an archive button by looking at the URL preview at the bottom right of the browser window (and squinting at it).

They gave the following steps to recreate the issue:

-Log in to Riskonnect with Screenreader engaged

-tab through nav and user menus

-note lack of descriptors for "symbol" buttons/links
