Clarify Instructions When Adding Mobile Phone to User Accounts for 2FA

Currently when a Resilience admin is adding a mobile phone number to a User Account for 2FA purposes, the instructions read "The second character must be a number from 1 to 9" (see attached). I think we should change this to make it clear that the country code for the mobile number has to be entered. For example, the instructions could say "The country code should follow the +".
