Ability for Escalation Path to have an "approval" type action

Currently the Escalation Path process is designed so that if contact(s) at the 1st level don't reply to the notification, it will move on to the next level after a period of time. If that level doesn't reply, it will move on to the next, or start over depending on the repeat count being set.

It would be beneficial to have additional functionality in the Escalation Path that acts as an approval process. So, instead of moving on to the next level if it doesn't get a reply after a period of time, it requires that level to reply before moving on to the next level. For example, if level 1 has 5 Contacts assigned and the fill target is 2, it will only move to level 2 once the 2 people reply. If a contact hasn't replied in X minutes, it should send the notification again until the fill target is reached. Only then would it move to the next level.
