Policy Manager: Covered locations with remove dates on occurrence form policies should be deleted when policies are renewed.

If a location has been removed from coverage under one policy, when that policy renews the terminated locations should not continue to be covered. By incorrectly advancing the remove date by one year it appears that a terminated location is still covered during part of the policy period.
