Provide the ability to make the PID icon activation optional in the Response Target Risk Score field. Merged

Our users continue to select the wrong scoring method (the PID icon rather than the scales icon) resulting in inaccurate information for reports to upper management. Having the ability as an admin to turn off the PID icon would eliminate error in scoring plan steps.
