Enable functionality to exempt records from import/export updates

We need the ability to maintain a static list of resources (internal contacts, applications, suppliers, etc.) that do NOT get updated/deleted with an import. The specific example is we have a list of board members who are NOT in the HR data feed. We need these contacts in the system so that we can include them in notifications. We also would like to have our recurring HR data import to function so that it removes employees who are no longer in the list. By allowing us to flag specific contacts so that they do not get deleted with the import/export, we can still use the add new/delete functionality for the recurring data feed. And while not currently a specific need, we can see a similar use case throughout the system, particularly in the application and supplier core lists as well.
