Make It Easier to See Impact Scale Definitions Before Selecting

A client has requested that we find a way to make it easier to see BIA activity impact scale definitions before clicking on a specific option. For example, in the screenshot below, I selected "<$1M" and if I hover over it, I can see the Impact Level description. But I can't see the description until I make a selection. It would be helpful to be able to see what the choices mean before choosing one/having to choose each one by one to read their description.
