Allow Impact Rating and Likelihood Rating Fields to Be Defined by Client

Two clients have requested that the Impact Rating and Likelihood Rating fields that are used throughout BC&R (on dependencies in BIA and in core libraries) to be field types that can be defined by the client. Right now, these are integer fields that allow for any number to be entered, but the clients would like to be able to define the options to match the scale they are using (e.g., 1, 2, 3, 4, 5) and they would like to be able to customize the options (e.g., 1 - Insignificant, 2 - Minor, 3 - Moderate, etc.). They would like to control the potential options that users can select.

Of our field type options, I think dropdown would work best for this, but it would need to be a dropdown that can be edited by the client - currently default fields that are dropdown are not editable. Also, I understand that these fields are used to calculate the Risk score for dependencies entered in BIAs, which is why I am not suggesting they create custom fields to do this.

Essentially, this suggestion is to give clients the option of modifying the default Impact Rating and Likelihood Rating fields to a dropdown with options they define.
