Allow strategy priotization when multiple strategies exist

Currently, users can add multiple strategies tied to a single dependency, but the system does not enable users to indicate priority of the strategy. When this is pulled into a plan or document, it's not clear which should be utilized first.

Recommend adding functionality so that users can either number rank or somehow indicate which is primary, secondary, tertiary, etc. and then display in the appropriate order when in a plan/document.

Note that though this is coming from internal, this would support multiple clients setup using planning templates with strategies.
