System setting to require strategies for dependencies

When using strategies, there is not a way to make them required for every dependency. I recommend creating a setting to allow clients to make it mandatory to add at least one strategy to each dependency when strategies are in use.

Note that this would then necessitate addition of a strategy called "no strategy", or a system default that would allow that selection for teams to indicate where a strategy does not exist. If possible for the system to provide no strategy as an option, that would be ideal, but if not, we could just know to manually add this as an option before making strategies required.
