Ability to disable quantitative or qualitative scoring per impact category

Add the ability to disable either quantitative or qualitative scoring per impact category.


Example for disabling qualitative: on the Scoring Screen Layout, make the RedAmberGreen buttons of the Current Assessment field read-only but not the numeric quants. This is because we want to prevent users from clicking a RAG button and inadvertently changing the quants we use in the QRA modelling.
