Ability to add more Custom lists

Ability to create new lists would remove the limitation of only having three custom lists available. Having the ability to add new custom lists and multi-select lists would allow me to create multiple new Risk forms as requirements are different for each business area. This is important as a government agency has multiple different customers with different requirements.
