More granular control on when comments are required in ARM

In the ARM Admin--> Business Area Settings, Under Enable Change Comments. Currently if any of the boxes are checked, user will be required to put a comment when any change happens in those fields. That's too much for us. We would only like the user to put a comment for example when the Risk is Closed. If the Risk goes from Proposed to Open we do not need a comment. This could be applied to the Risk Score changes also e.g. only when a Risk Score changes by x%, a comment be needed
