Medication involved junction needs to be mandatory if a medication is involved

We need a validation on the Portal for the users entering in events related to a Medication involved in the event. Currently the user can answer the question was a medication involved, however there is no path to require the user to enter in the Medication(s) so the screen can be skipped. A validation rule that requires at least one medication be entered before the user can save and continue to the next page/save the event.
