Healthcare/Ambulatory Portals - Filter Inactive Hierarchy Records

RKDEV-32863 was completed to filter inactive hierarchy records from the portal lookups. However, this change was only applied to the patient event controller. Please make this change globally across the healthcare and ambulatory portals - patient events, patient feedback, employee events, ambulatory events, non-clinical events
