Allow sub-sets of users appear in MiscUser fields

At the moment the Misc User fields will show every valid user in a dropdown.
We would like to able to restrict this to a subset of users. This could be used, fo example, to assign a case to a specific team.
This user field could then be a user as a search criteris in a view.

    We have "user fields with role filters" already which allows you to define sets of Security Groups which are allowed as users to assign in a misc user field. Would that work?
