The way dupe checking works in the CS product is that you can write SQL like expressions to define what a dupe is. That provides a lot of flexibility. For example you can add and/or logic, date range matching & 'starts with' in your matching criteria.
Suggest making this solution object agnostic by using a fieldset to compare fields for each object subject to the duplicate checking. For example, if it is on the patient event it would look at a field set on patient event, for claims it would look at a field set on claims, etc
