Change default view for values collectors

The End date is provided - the value collector should not be aware of the end date - they should only see the due date otherwise they will just work to the end date. This should be removed by default.
The first valuation date is confusing. Hard to see any circumstances when this may be required. Instead the current valuation date should be the default.
The frequency is unlikely to be relevant to the value collector so should be hidden by default.

We appreciate this can be changed by creating global view but this raises two items:

1. How do we stop the users seeing and choosing the system default view

2. The default view should reflect how users use the system in the majority of cases, not what is there at present. Frustrating to have the default so far from user requirements and be forced to create our own views.

    Thanks TIm, that other ticket is actually for the user setup in admin to have views. This is specific to views for values collectors when they open the Values Entry application.
