Email should not send out field or email address is not defined

Currently if a user has an email action configured to attach to parent entity and to reference an email template that has a field (ex. claim.miscdescription#4) defined as the recipient, the email will still send out and attach even if the field (ex.claim.miscdescription#4) is not defined causing clutter on the Email page of entity. The emails on the email page would look like the email went out to some one, but once you open email in the To field it says "Not Defined". Can the system be smart enough to know not to send an email if the field defined in To field in email template is blank/null in value?
