HC Event Reviews - Add AdHoc Reviewers to Parent Event Sharing Rules

Currently, when a new reviewer is assigned to an existing event (patient, feedback, resident, ambulatory, etc) they may or may not have access to the event based on hiershare. Frequently these additional reviewers are NOT assigned to the location(s) of the event and this impedes their ability to review the event.

A solution would be to have the system automatically assign the reviewer to the individual event to allow access for review.

If we assign the reviewer to the hiershare for that location it exposes ALL events at that location, and this is not desireable.

    The feature is currently in the 2021.3 release tentatively scheduled to be release at the end of 2021 Q4
