Limit Attachment Sizes

There is an event condition that allows you to evaluate an attachment size, however, it does not work. I am not sure if it ever was intended or if that is the best way to approach this, but given the aggressive nature and pricing of our storage, clients would like a proactive way to manage it. One way would be to allow clients to put limits on the size of attachments that get uploaded to our system.
