Populate XXXCLAIM_EXT1 and XXXCLAIM_EXT2 with CLAIM_ID Upon Data Entry

There are lots of pieces of the ClearSight platform that evaluate criteria on EXT1 and EXT2 tables. For example, an Event condition, or a report criteria. Sometimes, if data is missing from the EXT1 and EXT2 table the other functions of the application do not perform as expected. If those tables simply had a record written to them every time a claim was created, it would resolve some of these issues.
