Allow HC Event records set to "Void" or "Duplicate" to be Re-opened.

The Change Status button used in the Healthcare Event solutions doesn't allow records with a status of "Void" or "Duplicate" to be re-opened. The button needs to be modified to allow records with a Status of "Void" or "Duplicate" can be re-opened.
