Users who don't have the ability to archive records should not see the icon

When a User (with the User role) logs in to the system and goes to Plans, they will see the Archive icon. While if they click on the icon nothing happens, they shouldn't see the icon at all.

Defect - User's Name Is Not Always Unique

Currently, the system requires both the email address (username) and the User's name must be unique. While email addresses can be unique, it is a defect that name's must be unique. The world is full of people with the same name.
