Mobile app notifications - users only being able to send a notification to people listed in the plan(s) they have access to through the mobile app

At the moment, if user would like to send a notification via mobile app - one can choose every call list/group, employees, teams that exist in BC&Resilience. They should ONLY be able to see call lists/groups from their own BCP
